My name is Barbara Koslov and I am president of the Bay Area Houston Transportation Partnership. There's over 20 projects on here that our group supports. Roadway, rail, hike and bike, ITS. There's two in particular I've been asked to speak about that are hike and bikes so it's kind of in the same tone we're all talking about. Those are Projects 300531 and 300534. The first one is State Highway 3 hike and bike trail that's a 17 13-mile trail. It connects the City of Houston, it connects Webster, League City, and then it will also connect to the Metro Bay Area Park and Ride. It is a great project. It requires some--no right-ofway acquisition, some widening of the path and overlay, and it would be a very big improvement for that area to allow people to access up and down Highway 3 in conjunction with the cities in TxDOT and it does connect park and ride. The other one is (inaudible) path also in the League City area. It connects three schools. Again, it will make it safer for these children and families to access the schools and circulate and recreate on this bypass. So I want to just promote these two projects. PLEASE support improvements AT THE BRAZORIA COUNTY 518 @ 288 interchange. It is a dangerous intersection for those traveling on 518. Much road rage, and turns from nonturn lanes cause accidents. Rules I have to live by.... I do not drive on 288 in the morning or from 3:00Pm to 7:00pm due to time on the freeway. I do not go out on Friday nights in the 518/288 mall area as it is backed up and sometime stopped on Friday evenings. As a taxpayer I feel that we need better traffic planning and more ways to move people faster. My biggest fear is needing to get to a hospital during peak hours. Sherry Stockwell Please consider funding our projects here in Pearland. It would be nice to actually be a head of the curve regarding roads instead of reacting to the congestion. Don't need any studies, it's pretty self explanatory. Having lived in Pearland for 54 years, here is my list of prioirites: 1. Mykawa 2. CR101 3. 288/518 overpass 4. Hughes Ranch 5. As a constant headache, every day and time of the week, something needs to be done to ease the congestion. It can take 20-30 mins just to get from one side of 288 to the other on week nights and weekends. There are ways to ease the congestion and traffic but it continues to remain a hassle. We are also fortunate to reside/do business in one of the fastest growing cities in the state and nation. Mobility is one of the keys to maintaining our quality of life. I am pleased to submit this letter of support for the City of Pearland and Brazoria County TIP candidate projects. There has been significant growth in our city causing much congestion, lack of ingress and egress points and needed safety for our children walking to and from school. The projects submitted are designed to relieve area congestion and provide relief for industrial, commercial and retail areas. I strongly endorse these projects to enhance mobility to our residents, employees driving to and from work, increased truck traffic in our industrial areas as well as safe routes for our children. In addition to the transportation improvements, these projects will also promote economic development and provide expansion opportunities for needed jobs and commercial growth. Please accept this letter as my support for funding the Pearland projects listed below in the 2015- 2018 Transportation Improvement Program (TIP) Call for Projects. Projects to approve: SH288 @ FM518 Overpass Brazoria County Interchange New Overpass to accommodate additional lanes - $19.9M *Currently the congestion at this intersection is a recipe for traffic accidents. CR59 Brazoria County Kingsley Dr to Kirby Dr Widen to 4 Lane Concrete Boulevard - $ 6.7M *This roadway now accommodates an increased traffic flow to a newly built elementary school. The school buses can barely make turns on this narrow road. Safe Routes to School City of Pearland Various Sidewalk and School Route improvements - $ 2.4M *Presently students at the new elementary school on County Rd 59 at Kirby Dr have to cross a busy 4 Lane highway and enter the neighboring communities with limited sidewalks and buffering from the traffic. This is a must to ensure the safety of these students aged 12 and under who have to walk to and from school. Thank you for your consideration of these critical mobility projects in our community. Sylvia Woods I support the CR403(Hughes Ranch Road) project in the City of Pearland. This roadway is important because of its proximity to multiple schools and it access to the future SH288 Toll Lanes. The project will provide adequate pedestrian and bicycle access for the schools that currently does not exist. In addition, it needs additional capacity to accommodate the traffic that will be generated by the Toll Lanes. The project is the most important local project that is currently unfunded. Trent Epperson There are 8 mobility projects in the Pearland/Brazoria County area that need to be funded sooner then later. I have lived in the Pearland area for approx. 30 years and have seen this city grow by leaps and bounds. However, trying to get around Pearland has become almost impossible to deal with as each year passes. I would really appreciate it if TIP could help us get these projects funded. We spend to much of our time behind the wheel wasting gas and don't move much. This has warn on peoples nerves and road rage has become a real issue. I am tired of stressing out about trying to go somewhere in Pearland because of the traffic issues. We need your help. Our town keeps growing but the infrastructure doesn't change. Please help us getting funding for these projects. You will REALLY make Pearlander's lives much, much better. Cindy Bilyeu I do not see the much needed improvements on CR94 South to (JCPenny) 518 on the list. This is a two lane, narrow, no shoulder street that is heavy traveled. This street when it rains or other times has plenty of pot holes at the end of the lanes. It is a very dangerous street if you hit the pot hole, you could lose control or hit an oncoming car. Also bad for your car's alignment. I try not to travel this street that often
but its so convenient to get to get to the JC Penny , Best Buy area, less traffic then on 518. Mary & Eusebio Franco On behalf of the Board of Directors of the Bay Area Houston Transportation Partnership (BayTran), please accept this letter of support for the candidate TIP project - Expansion of CR 403 (Hughes Ranch Road) from CR 94 (Smith Ranch Road) to FM 865 (Cullen Blvd). It is proposed that the reconstruction of this segment of CR 403 will improve connectivity and help reduce congestion on the roadway network in the area. The candidate project includes the reconstruction of Hughes Ranch Road from a two-lane asphalt open ditch roadway to a four-lane concrete curb and gutter boulevard for a distance of two miles. This improvement project is a critical element of the City of Pearland’s roadway network and will directly connect with the reconstructed SH 288 Managed Lane project. With the continued development in the Pearland area and the anticipated increase in traffic volumes with the SH 288 improvement, the expansion of CR 403 is needed to address projected capacity demand, enhance regional connectivity and reduce traffic delays in the area. As the regional Transportation Management Organization (TMO) for the Bay Area, BayTran promotes all modes of transportation in the Bay Area that will enhance mobility in the region. BayTran fully endorses the proposed expansion of CR 403 (Hughes Ranch Road) and considers this improvement critical for future mobility, economic development, and roadway safety.
