I salute you on your accomplishments, and I also recognize those who offered you their guidance, comfort, and support during your undergraduate- or graduate-school journey. Many scholars and other mentors have played a crucial role during your academic experience and have helped you along your path of discovery. I encourage you to continue those relationships and the exchange of ideas with those who teach others. We will be here for you during the next steps of your journey, and we hope you will continue to teach us along your path of discovery. You have been enriched by your education and have come to a greater appreciation of the importance of advanced planning, managing, and analyzing public policy issues and problems. Your patience and adaptability to unforeseen challenges—the damage to CUPPA Hall and the incessant repair work!—have been tested and you have passed yet another exam. That you navigated the building issues while you were navigating your course work is a testament to your strength of character.

Former Commissioner, City of Chicago Department of Planning and Development
Prior to his service with the city, Mr. Mooney was executive director (1966–2010) of the Chicago office of Local Initiatives Support Corporation and managing director of the national Institute for Comprehensive Community Development. Under Mr. Mooney’s leadership, LISC/Chicago emerged as one of the nation’s leading community development agencies. While there, Mr. Mooney raised over $150 million in grants and loans that were invested in Chicago neighborhoods, leading to the development of approximately 21,000 units of housing, 3 million square feet of commercial space, and numerous community facilities that included health and day care centers, parks, and recreational facilities—leveraging over $3.5 billion in total investment. He also originated the award-winning New Communities Program, a comprehensive development initiative in 20 neighborhoods around the city. Mr. Mooney began his career as the city’s first director of intergovernmental affairs. He then became the nation’s youngest executive director of a major housing agency, the Chicago Housing Authority, which at the time was the second-largest authority in the country with some 50,000 residential units under management. He subsequently ran a regional economic development agency in Des Moines, Iowa, where he also chaired the local housing authority board and spent several years in consulting. Mr. Mooney has been on a number of governing and advisory boards throughout his career. In addition to the CHA, where he twice served as a Board member and Chairman, he has been a member of the Chicago Plan Commission, the Community Development Commission, the Commission on Chicago Landmarks, the Illinois Affordable Housing Advisory Commission, and the Chicago Cook Workforce Board. He also served as Chairman of the Mayor’s Commission on Property Tax Assessment, and on the boards of ACCION/Chicago, the Corporation for Supportive Housing, and the Teachers Resource Center, as well as the Knight Foundation’s Commission on the Information Needs of Communities in a Democracy. Mr. Mooney was a board member of the National Council for Urban Economic Development and a founding board member of the Council of Large Public Housing Authorities. A Chicago native, Mr. Mooney is a graduate, summa cum laude and Phi Beta Kappa, of the University of Notre Dame and of the University of Chicago, where he was a Danforth Fellow. He now provides consulting services and divides his time between Chicago and New Mexico with his wife, Mary.

Andrew Mooney
Andrew Mooney has devoted his career to public service and community development. Most recently (2010–2015) Mr. Mooney served as commissioner of the City of Chicago’s Department of Planning and Development, where he oversaw affordable housing programs, as well as the city’s zoning and land-use planning, economic development initiatives, historic preservation, and sustainability programs. Notably he promoted the city’s recovery from the Great Recession of 2008, with some 5,000 units of new housing and nearly 6,000 hotel rooms developed during his tenure. He also won approval for several significant initiatives, including the city’s Five-Year Housing Plan for 2012–2017; revisions to and strengthening of the inclusionary Affordable Requirements Ordinance; the South Loop Development Plan and the Fulton Market Innovation District Plan; and financing for various major projects, including a new events center and hotel for McCormick Place. The department’s annual budget exceeded $300 million, with 225 members of staff.

Cristian Nuno is a senior at the University of Illinois at Chicago, where he will graduate with a Bachelor of Arts in economics and urban and public affairs. A proud son of Mexican immigrants, Cristian is a first-generation college student. He will be the first person in his family to graduate from college. As a 2015 Harry S. Truman Scholar, Cristian will pursue a Master of Public Administration degree beginning this summer at Syracuse University. There, he will focus on the financial decisions state and local governments undertake and how these decisions influence their ability to provide quality public services. After graduate school, Cristian hopes to gain work experience in both the public and private sector before returning to school to obtain both a JD and a PhD. One day he hopes to become the governor of Illinois and to invest in improved infrastructure for all residents of Illinois.

Jessica Young is a development coordinator in the Office of the Vice Chancellor for Advancement. In her current role, Jessica supports the fundraising and advancement efforts of three units on campus—the Jane Addams College of Social Work, the College of Education, as well as the College Urban Planning and Public Affairs from which she graduates.

Public Administration
Prior to coming to UIC, Jessica worked for Jumpstart, a national nonprofit that recruits and trains college students to teach early language and literacy skills to children in low-income preschools. During her time with Jumpstart, Jessica managed programs at UC-Berkeley and Loyola University, as well as overseeing programming at Stanford, Seattle University, and UW-Seattle. Jessica began her career in the nonprofit sector as an AmeriCorps volunteer, serving a one-year term of service with Washington, DC’s literacy coalition. Jessica holds a Bachelor of Science in education from Northern Illinois University and is graduating with a Master of Public Administration from UIC with a concentration in nonprofit management.

MAY 6, 2016 Paulina Martínez was born in Hidalgo, Mexico, and grew up in Joliet, Illinois, where she attended Joliet Central High School. She holds a Bachelor of Arts in tourism management from the University of St. Francis, and her interest in tourism policy drew her to urban planning.

While at the University of Illinois at Chicago, Paulina has concentrated her studies in economic development and has served as a research assistant for World Business Chicago and as president of the Urban Planning & Policy Student Association. As of last April, she joined the City of Evanston’s Department of Economic Development, where she works in the attraction and retention of businesses to the city of Evanston.
